Předem se chci omluvit za můj první e-mail.
Byl nevhodně emotivní, asi jako ta doba.
Děkuji za vaší odpověď.
Vyčkal jsem dle Vaší rady, na konkrétní úpravy.
A mohu říct, že jsem byl zklamán. Nemyslím tím snížení částky na mobilitu, ta se snižuje každý rok. Myslím zrušení prodlouženého rodičovského příspěvku do 7 let věku.
Tento příspěvek, byl jediným příjmem mojí ženy, která pečuje o naší postiženou dceru Johanku. Nikdy by jsme Johanku nedali do ústavu a nikdy by mě nenapadlo, že nám v našem snažení, stát nepomůže.Vždyť postižené dítě, je přece taky člověk, je to také dítě, jenom potřebuje pomoc!
Náklady na důstojný život naší dcery, dokážu unést. Ale vaše každoroční snížení podpor, je pro mě frustrující.
A tak se tedy ptám:
Co náš stát dělá pro lidi, kteří zasvětili a někteří i objetovali svůj život, pro péči o postižené děti?

Vážený pane Zajíci,
od ledna 2012 nabyla účinnosti novela zákona o státní sociální podpoře, která sjednotila výplatu dávek z důvodu zdravotního pojištění do jedné dávky, kterou je příspěvek na péči. Dle této novely již není nárok na rodičovský příspěvek spojován s péčí o zdravotně postižené dítě. Dle přechodných ustanovení novely čl. VI nárok na RP v případě péče o dlouhodobě zdravotně postižené nebo dlouhodobě těžce zdravotně postižené, kterému jsou k 1. 1. 2012 více než 3 roky, zaniká k 31. 12. 2011. Výplata bude provedena naposledy v lednu 2012.
Rodič dítěte, které je mladší 3 let, má nárok na RP nejdéle do 3 let věku dítěte.
Souběh nároků na RP a příspěvek na péči (PnP) je od ledna 2012 vyloučen. Rodič pobírající RP z důvodu péče o zdravotně postižené dítěte, které pobírá PnP, musí nejpozději do 31. ledna 2012 písemně zvolit, kterou ze dvou dávek bude pobírat.
Pokud rodič dítěte zakládajícího nárok na RP, které je starší 1 roku a mladší 3 let, a jemuž k 31. 12. 2011 nenáleží PnP , hodlá od 1. ledna 2012 uplatnit nárok na příspěvek na péči pro toto dítě, musí postupovat podle přechodných ustanovení Čl. IV bod 3. novely, dle nichž děti starší 1 roku, které k 31. prosinci 2011 zakládaly nárok na rodičovský příspěvek z důvodu zdravotního postižení a jimž k tomuto dni nenáležel příspěvek na péči, se od 1. ledna 2012 považují za osoby závislé na pomoci jiné fyzické osoby
a) ve stupni I (lehká závislost), jde-li o děti dlouhodobě zdravotně postižené,
b) ve stupni II (střední závislost), jde-li o děti dlouhodobě těžce zdravotně postižené.
Těmto osobám náleží od 1. ledna 2012 příspěvek na péči.
Pobírá-li toto dítě již nyní kromě RP současně PnP, nevztahují se na toto dítě přechodná ustanovení pro určení stupňů závislosti. Pokud rodič písemně zvolí čerpání PnP, bude od ledna 2012 dítěti náležet tato dávka v dříve přiznané výši. Rodič má právo požádat o nové posouzení zdravotního stavu dítěte.
Je-li příjem rodiny nižší než 2,0 násobek životního minima, může požádat o navýšení PnP o 2000,- Kč měsíčně. Příjmy se dokládají za předchozí kalendářní čtvrtletí před čtvrtletím, na které se o zvýšení žádá, od 1. 1. 2012 půjde o příjmy za 4. čtvrtletí 2011. Toto navýšení se týká pouze rodiny, kde PnP pobírá buď nezletilé nezaopatřené dítě, anebo rodič, který o takové dítě pečuje.
